Weight, the University Research Requirements

Requirements to be considered a research university is quite heavy because 25 percent of operational funding comes from research activities, industrial cooperation, and intellectual property rights. It was the former Director General of Higher Education Ministry of Education and Culture Bambang Soehendro, in Yogyakarta, on Monday (02/01/2012).

“Conditions are very heavy to lift more research universities. University burdened seek their own funds at least 25 percent, the idea was absurd and unfair,” said Bambang on the discussion of research and dedication to the University of Gadjah Mada (UGM).

According to him, even though a number of universities has been calling itself as a research university, college is certainly far from qualified.

“Higher education research in developed countries most of the funds are from government, because the fund sponsors from the industry average of less than 10 percent of the total needed for research expenses,” he said.

She said the university in the United States, for example, the source of most research and development funds from the federal government such as research and development funds from the federal government amounting to 64.6 percent. Research funding from industry is always below 10 percent and 16.6 percent of own funds.

“The draft legislation (Bill) should have completed Higher Education addressed the House two years ago, but the fact has not yet completed. We hope the bill could be completed and universities was enacted in 2012,” said the Professor of the Faculty of Engineering.

Dean of the Faculty of Agricultural Technology, Gadjah Mada University Djagal Wiseso Marseno say, government-assisted research funding for universities is very small. For example, the research budget from the 2009 Budget under 0.5 percent.

“The budget continues research consistently dropped to below one percent. Higher education should produce quality research,” said Djagal.

Chairman of the Institute for Research and Community Service (LPPM) UGM Danang Parikshit said, LPPM continue to coordinate, facilitate, and implementation of research and community service to improve the toughness to face the various dynamics of change in the education sector is constantly changing.

“Changes in regulation and government institutions in the sector should be dealt with preparedness, rather than with resistance and complaints,” said Danang.
